Minnesota Authorizer Approved Plan (AAP) 2016-2017

Pillsbury United Communities Office of Public Charter Schools' (PUC-OPCS) five-year authorizer plan was approved by the Minnesota Department of Education in October 2016. The AAP describes PUC-OPCS' commitment to further the purposes of Minnesota Charter School statute, 124E, and provides standards, practices and processes for determining decisions regarding an authorized schools' performance. The AAP is aligned to the performance measures of the Minnesota Authorizer Performance Evaluation System (MAPES). Important Dates & Deadlines

 

> Grade/Site/Early Learning Expansion Applications (Operational in 2019-2020, 2020-2021)

 Rolling basis until May 1 – Charter School submits application

- May/June – PUC-OPCS Review
- July/August – PUC-OPCS Advisory Council Review
- 9/27/18 – PUC Full Board Approval
- 10/1/18 – Supplemental Affidavits to MDE (required for Grade/Site Expansion and Early Learning)

 

> Transfer Process (PUC-OPCS authorized July 1, 2019)

 Rolling basis until August 15 – Letter of Intent

- September – Fit Interviews with Charter Director and Board Chair
- 10/15/18 – Applications Due to PUC-OPCS
- Last two weeks of October – Site Visits by PUC-OPCS
- First week of November – PUC-OPCS Advisory Council Interview of Applicants (Schools receive questions for clarification)
- Last two weeks of November – PUC-OPCS Advisory Council Review (with clarifications, final recommendations made)
- 1/25/19 – PUC Full Board Approval
- 2/1/19 – PUC change in Authorizer Application to MDE
- 105 days later – MDE approval
 --- Contract Negotiation and Execution Complete
- 7/1/19 – Send Contract to MDE

 

> New School Process (Operational in 2019-2020)

 Rolling basis until August 15 – Letter of Intent

- September – Meet and greet with PUC-OPCS
- 10/15/18 – Charter School submits application
- First week of November – PUC Advisory Council Interview Applicants                                                                                                                        
- Last two weeks of November – PUC-OPCS Advisory Committee Review
- 1/25/19 – PUC Full Board Approval
- 5/1/19 – New School Affidavit to MDE (according to state statute)
- June/July – 10 days to execute contracts following MDE decision
 

 

> Quality School Review & Contract Renewal Process (PUC-OPCS authorized July 1, 2019)

- 8/1/18 – Reminder of Contract Term
- 9/1/18 – Letter of Intent from School
- 10/1/18 – Renewal Applications due to OPCS
- October – PUC-OPCS Review Application for completeness, schedule site visits
- November & December (January if needed) – Formal Site Visits (Governance, Business and Facilities; Academics and Financial Review)
- January & February – PUC-OPCS writes Quality School Renewal Report
- March – Review draft report with School
April – PUC-OPCs Advisory Council Review
- 5/24/19 – PUC Full Board Approval
  --- Contract Negotiation and Execution Complete, Present QSR Report and Contract to full Boards
- 6/30/19 – Send Contract to MDE
